ATA writes to secretary education
ITANAGAR, June 13: The Arunachal Teachers’ Association (ATA) has requested for notifying provisions of basic facilities for smooth functioning of elementary education for the implementation of RTE.
In its letter addressed to the secretary education, it said, basic requirements for smooth running of elementary education in the state is not fully met by the department such as repair and replacement of furniture, blackboard chalk, minor repairs of school buildings, electrical items, stationeries for conducting the provision of CCE, charges for implementing scouts and guides programmes and games and sports and other contingency charges in the schools.

The meeting reviewed the financial and physical achievement of the previous year and vetted the resolution of the previous ZPMs meeting to rationalize the teachers and call back the SSA teacher to their original place of posting. In this regard, it was decided to constitute a standing committee comprising of 4 members, under the chairmanship of administrative officer for transfer and posting.
To check the irregularities of the teachers, it was decided to take stern action which may be in the form of suspension/termination, if they are found irregular after serving one time notice.
All the members of SMCs will be served notice to adopt the quality aspects in construction of civil works and after being satisfied the final payment would be released.
Issues relating to studies of the children, regularity of the teachers and any construction of civil works would be monitored and supervised by the concerned ZPMs of their respective area.

Earlier, on Monday, China justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area. Chinese Foreign Minister Wang Yi had said that "China has resorted to a special arrangement of issuance of stapled visa to address the need for travel of local people. This gesture is out of goodwill and flexibility and if we do not do that we will not be able to address the concern of outbound and overseas travel of these people." China has been issuing stapled visas to residents of Arunachal Pradesh, which India has been protesting maintaining that it does not recognise such visas. PTI
Three murdered in Yingkiong, arrest in Ruksin
YINGKIONG, June 13: Three persons were found dead, allegedly murdered, at Lower Market Yingkiong. According to Yingkiong police, all the three belonged to the same family and their bodies were found on June 11 in mutilated condition.
The dead were identified as Suresh Beuya (Husband), Alupa Beuya (Wife) and Oniyel Beuya (son) who were working as labourers.
The postmortem of the deceased were conducted at Yingkiong District Hospital and police are investigating the case and trying their best to nab the culprit, according to an official report.
The District Unit of Bharatiya Janta Party has strongly condemned the brutal killing of the labourers by unknown miscreants and urged the police and the administration to nab the culprit at the earliest.
Meanwhile, Ruksin police have arrested a father and son charging them of killing an agriculture labour at Ngorlung Rombo field and remanded the duo to judicial custody.
The police arrested Jerka Bhuyan (52) and his son Manoj Bhuyan (19) who have reportedly confessed their involvement in the crime. They are native of Okland village under Jonai Police Station in Dhemaji district of Assam.
According to report, one Buddhu Gowara (55), an agriculture labour was brutally killed on June 10 midnight after an altercation with the father and son duo.
However, the actual reason of the murder is yet to be ascertained by the investigating officer. Police have recovered the weapon used in the murder from the spot.
Meanwhile, the Police have handed over the mortal remains, after completion of formalities to the family members.
Pema favours early creation of Mon autonomous district, meets Rijiju
NEW DELHI, June 13: During a meeting with the Union Minister of State for Home Affairs Kiren Rijiju at his office in New Delhi today, UD, Tourism, Art & Culture Minister Pema Khandu apprised him about the status of the demand for creation of Mon & Patkai Autonomous District Councils under the VI Schedule of the Constitution of India which is pending with the Govt. of India.
Since the subject pertains to Home Ministry, Pema, advocating the popular demand of the people of Tawang & West Kameng district, appealed Rijiju in perusing the matter for early creation of Mon Autonomous District Council by favourably taking up this long pending demand with the present Union Government.
Khandu briefed the MoS a chronological account of the demand dating back to 16th Feb, 2004 when the State Assembly adopted resolution for creation of Autonomous District Councils for Tawang & West Kameng, and Tirap & Changlang which subsequently was forwarded to the Govt. of India for consideration. He further gave a detailed account of all the follow up actions taken thereafter by the Demand Committee headed by Late Rev. T.G. Rimpoche as well as by the MLAs of the twin districts under his leadership both at the state and Govt. of India level as well. Stating about the keenness of former UPA Government on the matter, Pema divulged that on his active persuasion of the matter with the support of Tuki led Government of the State, the Govt. of India constituted a four member High Power Committee headed by Joint Secretary, Home to examine the proposal of the State Government for creation of Autonomous District Councils.
Endorsing a positive report from the Committee, Pema further stated that he accompanied the committee that visited Tawang in February, 2014 and had exhaustive meetings as well as interactive sessions with the legislators, Panchayat leaders, GBs, Govt. agencies and also with people from various other backgrounds.

Gona Ana wins gold in first national taekwondo cadet C’ship
ITANAGAR, June 13: Goda Ana won a gold medal in the first National Taekwondo Cadet Championship held in Kurukshestra, Haryana from June 5 to 8. She has been selected to represent the country at first WTF World Cadet Taekwondo Championship to be held in Baku, Azerbaijan from July 24 to 27.

Opium menace in Wakka and efforts to contain it

Wakka circle was established in 1969 and since then the destruction of Opium cultivation fields of the local was carried out in the month of February every year by joint operation, Narcotic cell, District Administration represented by circle officer, District Police, CRPF, and Assam Rifle of Wakka post. The destruction order is issued by the executive magistrate of the local area on requisition of Narcotic Dept.
In the very beginning opium cultivation was meagre and so were opium users. The circle had 10 proper villages with low density population 2 decades ago. The opium users were limited, only 3 to 5 adult male persons in each village as per verbal history and most people from Wakka, Chongkhaw, Khanu, Chop, and Kampong used opium.
Gradually as opium users multiplied and extended to other villages, the cultivation of opium started at various locations suitable for the plant growth. The population growth rate in the circle also changed abruptly, which stands at 11216 as per 2011 provisional population census. The density of population is very high which stands at 47.78 Sq. Km.
The opium users may be more than 20 per cent of the total population at present in all 13 proper villages. The cultivation of opium also increased many fold due to high demand locally as well as outside as growing opium is an easy process compared to other cultivation as the climate and soil is suitable.
Apart from local production the opium trade is in existence since many years as people from Myanmar’s and other circle people has been trading opium into this circle.
It is unfortunate that many uses opium now and it has been one of the social headaches to all concern because it is multiplying without barrier of age, sex, and area. Now it is business and it is learnt that below 15 years of age group of both sexes are using opium and produce are traded to all District Headquarters of 3 Districts and even beyond to state Capital.
In view of the circumstances and uncertainty of the future generation of this circle, I along with District Administration, Police, Narcotics cell, CRPF, Assam Rifle and few village authorities have taken many steps to destruct opium plant and conducting meetings with village authority since 2012. The magnitude of opium cultivation and use has crossed the limit and every normal citizen would feel sorry.
The destruction of opium field in the circle has certainly made people aware that it is illegal to cultivate opium but certainly it is not the solution for future. This year [2014] more than 50 acres approximately of poppy cultivation field were destroyed in 5 villages with active support from Assam Rifle, CRPF of Wakka post, District police, IRBN and Chandan women welfare society Wakka. It is seen that the cultivation of opium recorded downward trend as out of total 13 villages, only 5 villages cultivated opium.
During destruction period stiff resistance from the opium grower were experienced. Where ever resistance occurred, meetings were arranged with the team and village authority in which their participation for destruction of opium plants were secured. Further assurances for not cultivating opium were obtained from the village authority. Without armed force the destruction programme could not be carried out hence special thanks must be given to the 1st Assam Rifle and C/36 BN CRPF of Wakka post, Chandan women welfare society.
Opium cultivation and use is not a problem of few families but it becomes a problem
of community and society as a whole. In every family at least more than 1 member
is using opium which is a serious issue for the community and society. Considering
the magnitude of impact on social status, Government is organising de-
The success rate of opium free zone could be achieved if micro policy is adopted and continuous and dedicated manpower utilized with support system. There are localized problem and these needs to be addressed at micro level and then only we can maximize our efforts for opium free zone.
People around here understand that they have the right to grow and use opium as a
custom with belief that opium is one of the alternative medicines for many diseases.
Such believes is an index of a community and in such circumstances authority cannot
execute an order promulgated by law. Low rate of literacy and living condition has
been prevailing in the circle and its growth is very slow compared to other Districts
of the state. There are many social factors which need to be addressed at proper
forum and stages. The following steps if taken could be productive in pursuing opium
free zone as per my personal understanding:-
1. Organise De-
2. Arrange an alternative cultivation with marketing support and other assistance.
3. Involve communities, NGOs, Societies, Student Union, Panchayat bodies and other local bodies for opium free society campaign.
4. Awareness campaign, visual/ Dramasshow, constant meetings, convention, rally and procession etc, in all the villages.
5. Progressive village award in cash or kind for Nil or Low production of opium.
6. Assessment of opium use & cultivation data’s, public views and micro planning.
7. Destruction of opium with support and backup system.
Constant campaign, meeting with village authority could minimize opium cultivation.
Obtaining assurances for not cultivating opium from village authority and people may reduce production level and give easier way for destruction team.
Involving NGOS, societies, unions, other bodies and police, paramilitary force could be deterrent for unlawful opium growers. Encouraging award system to the participating NGO, societies, unions, other bodies could be lethal weapon to fight opium menace.
This time women group especially ‘Chandan women welfare society Wakka, a small group has taken a large and bold steps for better families, community as they joined hands with destruction programme of the poppy plant leaving behind their children and important work. It signifies that opium had made their lives extremely miserable.
We are collectively responsible for the state of affairs of our community and society. It is our prime duty to uphold dignity and elevate our society at the highest social development. The executive, judicial, and legislative are more responsible to bring up society.
This problem is not only the responsibility of District Administration, police, and paramilitary forceof local areas but problem of all of us, community, society, and the government.

The actual costs are likely to exceed the tentative ceiling of Rs. 25.00 crore fixed by the Government. The Minister assured to take up the issue at the governmental level for resolution.

“Opium eating into vitals of society”
WAKRO, June 13: Speaking at “Say no to drug abuse” function orgnaised by ASSET, Commander 82 Mountain Brigade said that opium initially being used as sedative and medicine is now eating into the vitals of the society especially the young generation. Addiction to opium and drugs is more prevalent in other areas also. There is an urgent need to create general awareness among the local community about the ills of drug abuse.
Lohit brigade as a formation has launched anti drug abuse campaign and organized de addiction program in Tezu recently.
We also need to give importance to education with special emphasis on promoting girl’s education. Commander further informed that more than fifty thousand saplings have been planted all along the Lohit river to check degradation of many kinds. Due to flashfloods and soil erosion a lot of vegetation cover is getting depleted. The army will do its bit in addressing this concern of conservation, he added.
Ms Kanwaljit Kaur and ladies of the 82 Mountain Brigade of the army interacted with the Apnes and school children of Wakro.

New Delhi, June 13: Today, just two days before “World Elder Abuse Awareness Day (June 15)” HelpAge India has released its report on Elder Abuse in India (2014) revealing an alarming growth of Elder Abuse in our nation.
Shooting to a disturbing 50% of elders experiencing abuse, from last year’s 23%, the report findings indicates an unsettling future for India’s elderly. Women seemed to be more vulnerable with 52% women facing abuse as against 48% men.

While abuse has gone up, unfortunately still 41% of those abused, did not report the matter to anyone. “Maintaining confidentiality of the family matter” was cited to be the major reason behind not reporting abuse (59%).
“It is a subject often pushed under the carpet. Most elders become silent sufferers and don’t talk about it as it becomes a matter of family honour for them. Since many live with their abusers, making a complaint only worsens matters as per them, due to fear of retaliation. The problem needs to be dealt with at its root. The degeneration of our value system has heightened this problem. Children are turning abusers. There is a dire need to sensitize them, starting young. HelpAge has started a unique HUG campaign which stands for Help Unite Generations, aiming to do just that” – says Mathew Cherian, Chief Executive Officer, HelpAge India.
The report revealed that though 64% of the victims were aware of the Police helpline, also the most popular redressal mechanism amongst elders, only 12% approached them. Most preferred approaching a relative (53%) or friends (42%).
An interesting observation about the Reasons for Not Reporting abuse is that in Metro cities there is marked ‘lack of confidence in the any person or agency to deal with the problem’ and also there seems to be a general feeling of they “did not know how to deal with the abuse”. However “Fear of retaliation” appears in 3 out of 6 Tier II cities.
Interestingly, the top 3 Reasons for abuse were: Emotional dependence of the victim on the Abuser (46%), Economic dependence of the victim (45%) and Economic dependence of the Abuser (30%) on the victim.
While 17% of those abused, face it daily, 35% face it at least once a week. Elders who faced abuse ‘almost daily’ in Tier I cities, was highest in Hyderabad (42%) and lowest in Mumbai (26%), while those in Tier II cities was highest in Guwahati (71%).

Get tough with traffic violators
In the ongoing traffic regulation and enforcement drive conducted in capital city by Chief Estate Officer in collaboration with district transport office and police large numbers of vehicles have been impounded for violation. It is being reported that many public carrier including Tata Sumos and Trekkers are plying without proper legal documents. This is a serious cause of concern as off late capital denizens have witnessed many accident cases involving Trekkers.
Most of these accidents take place due to reckless driving. During office hour often it is noticed that Trekker drivers compete among themselves to pick up maximum number of passengers. Many unfortunate accidents take place due to such competition. The ongoing traffic drive is very good step but it should be continued and if possible such drive should be held throughout the year. Usually it is seen that authorities carries out drive for some days and when the drive ends, from next day things are back to square one. This should not be allowed to happen. Cities like Shillong and Gangtok are known for maintaining zero tolerance against traffic violators. Traffic drive is strictly regulated throughout the year. If others can do, why not us?

While top level talks on matters mostly regarding proper demarcation are going on, it should not be the reason why natives of the region be kept in isolation. This also happens where a nation having disputes with another does allow citizens of the other nation to travel to their country with stapled visas, while higher level talks/negotiations are being made separately. Several people from Arunachal have already been to China with valid Indian passports which Beijing did not seem to object. Diplomatic issues arise only when India sends a State sponsored convoy whose member/s like sportspersons or officials happen to be from what they call a disputed region.
With a ‘look east policy’ kept in aspect, the Ministry of Finance, Govt. of India has elevated the Indo/Myanmar trade limitations through the Land Customs Station in Moreh, Manipur. A similar trading point, even if on a smaller scale should also be made at our border areas. Here the number of tradable items required presently is much lesser.
For this, the poorer uneducated people whom their well off relatives living further south seem to have forgotten at least know that besides the items for trade, all they need is to be in good physical health and proper usage of their own language. Sending of more troops and weapon modernization in the area before providing them with the bare necessities has no meaning for the people.
Right now the poor connectivity does not favour a ‘look north policy’ but that does not hinder the natives who can carry loads and stride long distances on hostile terrain, some without any footwear. So at least a start should be made especially for these people who will see it as a blessing. After a better infrastructure is ready in the future, the same can be boosted to larger proportions which would definitely benefit both of the world’s two fastest growing economies. With this visit, it looks like Beijing has begun with a new approach, and the response from the new more stable looking Government in Delhi is much awaited.

No place for Arunachalees in Prasar Bharati

Prasar Bharti recently declared the final results of combined recruitment of Program
Executive and Transmission executive. 17 APST candidates from the state were selected
for the interview of which only 11 candidates attended the viva-
All the 11 transmission executives and two program executive for Arunachal Pradesh are from outside the state.
For Arunachal Pradesh, total posts of Transmission executive ( general and production) are 16, of which 7 are reserved for ST candidates and two post of Program executive . But all candidates selected for Arunachal Pradesh are General candidates, OBC and two ST candidates who are not local of the state. So even reservation norms has been violated!!
According to result published by the Prasar Bharati, scores of selected candidates with lowest marks are: 178.25, 197, 218.75 , 212, 216, 214, 220. But nine candidates of Arunachal Pradesh have obtained marks above 223 and two candidates have secured marks above 191. It means even in all India rank, 11 candidates are above those selected candidates.
When we enquired about the reason of our rejection from Prasar Bharati, they said we might have made mistakes while sending the details.
But on the basis of final result declared by the Prasar Bharti, we have thoroughly checked our details where everything is okay. Yes, in preference zone, there are no entries by some candidates, but some of us filled up. But this cannot be reason of rejection because even some selected candidates did not fill up.
There is no reason for rejection in language proficiency either as all the 11 candidates from Arunachal Pradesh are proficient in English and Hindi which was the requirement as per Advertisement. But again this cannot be reason for rejection. In fact in language proficiency option some candidate who got selected have left it blank.
I would also like to add here that if we were not eligible for the said post or if we had made any mistake, we should have not been allowed to attend the interview. At the time of interview our every detail were thoroughly verified, checked and changes were made wherever required at regional Staff Selection Commission office, Gwuhati, Assam.
One important point is that online application is never accepted if all required details are not filled up. So it is not possible that we kept anything blank in the application. So, if there is any mistake in our applications, it could have been committed by the official of SSC, who was making changes in our online application at the time of interview.
After months of hard labour, we have been rejected for the reason unknown to us. At least we should know on what ground, not a single candidates have been selected for the post from entire state of Arunachal Pradesh.
According to Prasar Bharti, Delhi, they uploaded the final result sent by the SSC so we were asked to contact SSC. Then we wrote a letter to SSC expressing our grievance who advised us to contact Prasar Bharati.
After seeing our marks and other eligibility in which we all are qualified, it is very difficult for us to accept the final result and let it go so easily.
Therefore it our humble request to Regional Director, Prasar Bharati to take up this issue with higher authority or at least write a letter to concern higher authority on the behalf of Arunachal Pradesh since not a single candidate from entire state has been selected.

This land belongs to both beast and human beings
Dear Editor,
This is in regard to the recent Motor Vehicle inspection drive. I must applaud the ADM and his teams for the drive against the menacing drivers but at the same time condemn shooting of stray animals. Animals don’t know any better from right and wrong and to follow rules imposed by human beings so shooting them are not only cruel but it violates ethical treatment of animals. People of Arunachal Pradesh are popular for cruelty on domestic animals and rampant killing and destruction of wildlife so I pray that the educated people specially the Magistrates who carry out such drives find an alternate way to curb the menace. The best way is to fine the owners of the animals and regulate the illegal piggeries and butcheries around the town especially along the highway and other roadsides. Such illegal butcheries are not only an unpleasant sight in light of modernity, development regarding tourism and beautification of the town but it also causes traffic jam.
I appeal to all the educated and conscious people to spread awareness about ethical treatment of animals and be considerate towards them since this land belongs to both beast and human beings.
