ATA writes to secretary education

ITANAGAR, June 13: The Arunachal Teachers’ Association (ATA) has requested for notifying provisions of basic facilities for smooth functioning of elementary education for the implementation of RTE.

In its letter addressed to the secretary education, it said, basic requirements for smooth running of elementary education in the state is not fully met by the department such as repair and replacement of furniture, blackboard chalk, minor repairs of school buildings, electrical items, stationeries for conducting the provision of CCE, charges for implementing scouts and guides programmes and games and sports and other contingency charges in the schools.

School managing committee after studying the ground realities they are supporting the meager collection for minimum expenses for the school. The complete prohibition of donations from the parents may lead to numerous problems in running the school by the school authorities across the state, the letter read.

 

PCSC lifts VIIIth Inter District Level T20 Cricket Tournament

ITANAGAR, June 13: Phassang Circle Sports Club (PCSC) lifted the VIIIth Inter District level T20 Cricket Tournament after defeating Dabang XI by 20 runs in the finals at general ground, Nyapin yesterday.

Techi Doriak and Tarh Gambo of Phassang Circle Sports Club were adjudged the Man of the Series and Man of the Match titles.

Addressing the gathering on the occasion, ZPM Phassang circle Kipa Yasap exhorted the youths to become role model and work for the betterment of the society.

Anchal Chairperson Kipa Talley asked all the players to maintain sportsman spirit in the future.

 

‘Nyugney’ organized

ITANAGAR, June 13: The week-long Nyugney/Fasting Prayer organized by Pema Koipa Welfare Society on the occasion of Saka Dawa- the holy month- ended today with a Tsog offering.

The prayer, dedicated for world peace, harmonious co-existence and general well being, was presided over by Ven Khenpo Jigme Phuntso of Tuting Monastery. Number of devotees including men, women and children participated by offering prayers and chanting mantras.

Significance of Saka Dawa is such that on the Purnima of this Month, Prince Siddhartha was born at Lumbini, got enlightened became the Buddha at Bodh Gaya and finally attained Mahaparinirvana at Kusinagar. It is believed that any meritorious activity performed during this month gets multiplied.

 

Orgs demand apology from officer

ITANAGAR, June 13: The Tagin Welfare Society (TWS) and All Tagin Students Union (ATSU) today demanded unconditional public apology from superintendent engineer and regional officer MoRT & H, U M Shambharkar alleging him use of racial slur against the tribal people. It is said the members of the organizations called on said officer in his office at Mowb-II here, to inquire about progress of National Highway 229 of Upper Subansiri, but the said officer had hurled racial slur at them instead of taking their grievances into consideration. The organizations further alleged that officer referred derogatory words against the people of the district. The organizations had lodged complaint against the officer with police station. The organizations have been demanding for approval of alignment of National highway-229 to pass through Daporijo Township as it proposed by the chief engineer (highways) western zone.

 

AAPSSAATA seeks maternity leave for women SSA teachers

ITANAGAR, June 13: The All Arunachal Pradesh Sarva Shiksha Abhiyan Assistant Teachers Association (AAPSSAATA) Women Wing has sought grant of six months maternity leave and three months child care leave for women teachers serving in SSA.

In its letter submitted to the education commission, it said, as regular women teachers are availing all medical facilities like maternity leave, re-imbursement, child care leave etc, no such facilities are provided to the women teachers serving in SSA.

It also sought medical facilities like re-imbursement as provided to other government employees.

 

MLAs assures help to district hospital

ITANAGAR, June 13:  MLAs Wanglam Sawin and Tirong Aboh visited the District Hospital, Khonsa today. While interacting with the MOs, the MLAs urged them to discharge their duties sincerely and assured to extend all possible helps and support from their sides.

The DMO in-charge Dr. T Matey shared the grievances of the health department with the MLAs. Posting of required number of doctors at District Hospital, Khonsa including specialist doctors, casualty block with separate E.M.O. and sisters duty room for emergency, repairing and boundary wall of post mortem room, indoor ward and kitchen, construction of drainage system in the indoor ward and kitchen side, procurement of Generator (Heavy power) for the hospital during emergency were some of the demands. The demand also included posting of required number of nurses ANM/GNM at District Hospital, Khonsa, construction of parking place for govt. ambulance vehicle, repairing of leaking roof of outdoor and indoor wards construction of water reservoirs at District Hospital Khonsa.

Earlier the two MLAs distributed fruits and inspected the entire ward in the hospital.

On the same day MLA Wanglam Sawin accompanied by ADC H Matcha, UPO and other HoDs inspected the landslide in the Khonsa township caused by heavy rain. He assured the people to do whatever he could to prevent recurrence of such landslide by taking up remedial measures.  They were accompanied by ADC H Matcha. (DIPRO)

 

Compensation sought

ITANAGAR, June 13: Claiming that Tama Mra of Limeking circle and Babli Chader of Taksing Circle of Upper Subansiri district were buried alive when they were trapped under a heavy landslide at Dojubong camp on June 11 last, the Gram Panchayat Member, Kacha under Taksing Circle Yako Hinium has requested for granting compensation to the family members of both the deceased.

In her letter addressed to the Upper Subansiri DC, she maintained that the duo was returning to Taksing on foot with their ration item when the unfortunate incident happened.

 

CM mission mode training                                                                           

ROING, June 13: Training on Rubber Cultivation under Chief Minister’s Mission Mode Project Programme was held in the Office of District Agriculture Office here today. The one-day training was imparted to the field functionaries of the agriculture department in the district to educate them with the method and practice of Rubber Cultivation for further dissemination/training to the farmers in their respective fields and areas.

It was informed that the Chief Minister’s Mission Mode Project Programme emphasizes on sustainable agriculture by providing rubber saplings to the farmers along with fencing materials. (DIPRO)

 

SSA review meeting

YUPIA, June 13:  A review meeting of the SSA District Mission, Yupia with Executive Body Members for the financial year 2013-14 was convened in DC’s Conference Hall today, where DC cum DPD, Papum Pare District chaired the meeting.

The meeting reviewed the financial and physical achievement of the previous year and vetted the resolution of the previous ZPMs meeting to rationalize the teachers and call back the SSA teacher to their original place of posting. In this regard, it was decided to constitute a standing committee comprising of 4 members, under the chairmanship of administrative officer for transfer and posting.

To check the irregularities of the teachers, it was decided to take stern action which may be in the form of suspension/termination, if they are found irregular after serving one time notice.

All the members of SMCs will be served notice to adopt the quality aspects in construction of civil works and after being satisfied the final payment would be released.

Issues relating to studies of the children, regularity of the teachers and any construction of civil works would be monitored and supervised by the concerned ZPMs of their respective area.

 

Rain water damages water supply line, irrigation channels

YINGKIONG, June 13: Massive landslide triggered by torrential rainfall in second week of May last badly damaged the drinking water supply line to Likor village in Upper Siang district. Two minor irrigation channels for Libom and Kumkong wet rice cultivation areas,  which are considered as life lines of the people, have also been extensively damaged, according to reports received from ZPMs of Likor-Singa and Yingkiong.

People with the assistance from the line departments are working on war footing for immediate restorations of  damaged structures. The District administration has directed the concerned departments for immediate submission of loss assessment report for onward submission to Govt. (DIPRO)

China’s stapled visa policy causing hardships to people of Arunachal : Tuki

AMROHA (UP),  June 13:  Arunachal Pradesh Chief Minister Nabam Tuki today said China's policy to issue stapled visas was causing hardships to his state's people and expressed hope that the new government at the Centre would be able to solve all outstanding border issues with the neighbouring country.

On the sidelines of a function here, Tuki said China's interference in any matter of Arunachal Pradesh was "illegal" as the matter has been solved long time ago by the Mac-Mohan line.

The Chief Minister welcomed the recent visit of China's Foreign Minister Wang Yi to India as a positive step, and said it has raised hopes of solution of all outstanding border issues with China, including the Arunachal problem.

On the issue of stapled visas, Tuki said that this policy of China was causing hardships to the youth, sports personnel and other professionals from the state.

The Arunachal CM was interacting with mediapersons on the sidelines of the inauguration of the Medical Institute of Shri Venkateshwara University in Amroha.

Earlier, on Monday, China justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area. Chinese Foreign Minister Wang Yi  had said that  "China has resorted to a special arrangement of issuance of stapled visa to address the need for travel of local people. This gesture is out of goodwill and flexibility and if we do not do that we will not be able to address the concern of outbound and overseas travel of these people."  China has been issuing stapled visas to residents of Arunachal Pradesh, which India has been protesting maintaining that it does not recognise such visas. Three murdered in Yingkiong, arrest in Ruksin

YINGKIONG, June 13: Three persons were found dead, allegedly murdered, at Lower Market Yingkiong. According to Yingkiong police, all the three belonged to the same family and their bodies were found on June 11 in mutilated condition.

The dead were identified as Suresh Beuya (Husband), Alupa Beuya (Wife) and Oniyel Beuya (son) who were working as labourers.

The postmortem of the deceased were conducted at Yingkiong District Hospital and police are investigating the case and trying their best to nab the culprit, according to an official report.

The District Unit of Bharatiya Janta Party has strongly condemned the brutal killing of the labourers  by unknown miscreants and urged  the police and the administration to nab the culprit at the earliest.

Meanwhile, Ruksin police have arrested a father and son charging them of killing an agriculture labour at Ngorlung Rombo field and remanded the duo to judicial custody.

The police arrested Jerka Bhuyan (52) and his son Manoj Bhuyan (19) who have reportedly confessed their involvement in the crime. They are native of Okland village under Jonai Police Station in Dhemaji district of Assam.

According to report, one Buddhu Gowara (55), an agriculture labour was brutally killed on June 10 midnight after an altercation with the father and son duo.

However, the actual reason of the murder is yet to be ascertained by the investigating officer. Police have recovered the weapon used in the murder from the spot.

Meanwhile, the Police have handed over the mortal remains, after completion of formalities to the family members.

 

Pema favours early creation of Mon autonomous district, meets Rijiju

NEW DELHI, June 13: During a meeting with the Union Minister of State for Home Affairs Kiren Rijiju at his office in New Delhi today, UD, Tourism, Art & Culture Minister Pema Khandu apprised him about the status of the demand for creation of Mon & Patkai Autonomous District Councils under the VI Schedule of the Constitution of India which is pending with the Govt. of India.

Since the subject pertains to Home Ministry, Pema, advocating the popular demand of the people of Tawang & West Kameng district, appealed Rijiju in perusing the matter for early creation of Mon Autonomous District Council by favourably taking up this long pending demand with the present Union Government.

Khandu briefed the MoS a chronological account of the demand dating back to 16th Feb, 2004 when the State Assembly adopted resolution for creation of Autonomous District Councils for Tawang & West Kameng, and Tirap & Changlang which subsequently was forwarded to the Govt. of India for consideration. He further gave a detailed account of all the follow up actions taken thereafter by the Demand Committee headed by Late Rev. T.G. Rimpoche as well as by the MLAs of the twin districts under his leadership both at the state and Govt. of India level as well. Stating about the keenness of former UPA Government on the matter, Pema divulged that on his active persuasion of the matter with the support of Tuki led Government of the State, the Govt. of India constituted a four member High Power Committee headed by Joint Secretary, Home to examine the proposal of the State Government for creation of Autonomous District Councils.

Endorsing a positive report from the Committee, Pema further stated that he accompanied the committee that visited Tawang in February, 2014 and had exhaustive meetings as well as interactive sessions with the legislators, Panchayat leaders, GBs, Govt. agencies and also with people from various other backgrounds.

In the hour long meeting, the duo also discussed issues to be taken up with Union Govt like opening up of Indo-Bhutan Road via Lumla, Re-opening of Still Well Road (Pangsau Pass), and extending helicopter service to all Border Districts for rapid development of the State.

Pema also requested Rijiju to impress the Union Government in granting a developmental package to Arunachal Pradesh which is a strategically important State.

 

Gona Ana wins gold in first national taekwondo cadet C’ship

ITANAGAR, June 13: Goda Ana won a gold medal in the first National Taekwondo Cadet Championship held in Kurukshestra, Haryana from June 5 to 8. She has been selected to represent the country at first WTF World Cadet Taekwondo Championship to be held in Baku, Azerbaijan from July 24 to 27.

Nirman Rupan Kashap of Arunachal Pradesh also won a bronze medal in the championship.

Meanwhile, Arunachal Taekwondo Association president Kipa Kaha and general secretary Tara Tagin expressed happiness over performance of the state Taekwondo players and hoped they will maintain the same tempo in future too.

 

Opium menace in Wakka and efforts to contain it

Wakka circle was established in 1969 and since then the destruction of Opium cultivation fields of the local was carried out in the month of February every year by joint operation, Narcotic cell, District Administration represented by circle officer, District Police, CRPF, and Assam Rifle of Wakka post. The destruction order is issued by the executive magistrate of the local area on requisition of Narcotic Dept.

In the very beginning opium cultivation was meagre and so were opium users. The circle had 10 proper villages with low density population 2 decades ago. The opium users were limited, only 3 to 5 adult male persons in each village as per verbal history and most people from Wakka, Chongkhaw, Khanu, Chop, and Kampong used opium.

Gradually as opium users multiplied and extended to other villages, the cultivation of opium started at various locations suitable for the plant growth. The population growth rate in the circle also changed abruptly, which stands at 11216 as per 2011 provisional population census. The density of population is very high which stands at 47.78 Sq. Km.

The opium users may be more than 20 per cent of the total population at present in all 13 proper villages. The cultivation of opium also increased many fold due to high demand locally as well as outside as growing opium is an easy process compared to other cultivation as the climate and soil is suitable.

Apart from local production the opium trade is in existence since many years as people from Myanmar’s and other circle people has been trading opium into this circle.

It is unfortunate that many uses opium now and  it has been one of the social headaches to all concern because it is multiplying without barrier of age, sex, and area.  Now it is business and it is learnt that below 15 years of age group of both sexes are using opium and produce are traded to all District Headquarters of 3 Districts and even beyond to state Capital.

In view of the circumstances and uncertainty of the future generation of this circle, I along with District Administration, Police, Narcotics cell, CRPF, Assam Rifle and few village authorities have taken many steps to destruct opium plant and conducting meetings with village authority since 2012. The magnitude of opium cultivation and use has crossed the limit and every normal citizen would feel sorry.

The destruction of opium field in the circle has certainly made people aware that it is illegal to cultivate opium but certainly it is not the solution for future. This year [2014] more than 50 acres approximately of poppy cultivation field were destroyed in 5 villages with active support from Assam Rifle, CRPF of Wakka post, District police, IRBN and Chandan women welfare society Wakka. It is seen that the cultivation of opium recorded downward trend as out of total 13 villages, only 5 villages cultivated opium.

During destruction period stiff resistance from the opium grower were experienced. Where ever resistance occurred, meetings were arranged with the team and village authority in which their participation for destruction of opium plants were secured. Further assurances for not cultivating opium were obtained from the village authority. Without armed force the destruction programme could not be carried out hence special thanks must be given to the 1st Assam Rifle and C/36 BN CRPF of Wakka post, Chandan women welfare society.

Opium cultivation and use is not a problem of few families but it becomes a problem of community and society as a whole. In every family at least more than 1 member is using opium which is a serious issue for the community and society.  Considering the magnitude of impact on social status, Government is organising de-addiction camp time to time and destruction of poppy plant during month of February every year but this programme may not impact much unless community is involved and mobilized for better understanding and society.

The success rate of opium free zone could be achieved if micro policy is adopted and continuous and dedicated manpower utilized with support system. There are localized problem and these needs to be addressed at micro level and then only we can maximize our efforts for opium free zone.  

People around here understand that they have the right to grow and use opium as a custom with belief that opium is one of the alternative medicines for many diseases. Such believes is an index of a community and in such circumstances authority cannot execute an order promulgated by law. Low rate of literacy and living condition has been prevailing in the circle and its growth is very slow compared to other Districts of the state. There are many social factors which need to be addressed at proper forum and stages. The following steps if taken could be productive in pursuing opium free zone as per my personal understanding:-

1.     Organise De-addiction camp annually and permanent camp set up at circle head quarter for opium addicted persons.

2.     Arrange an alternative cultivation with marketing support and other assistance.

3.     Involve communities, NGOs, Societies, Student Union, Panchayat bodies and other local bodies for opium free society campaign.

4.     Awareness campaign, visual/ Dramasshow, constant meetings, convention, rally and procession etc, in all the villages.

5.     Progressive village award in cash or kind for Nil or Low production of opium.

6.     Assessment of opium use & cultivation data’s, public views and micro planning.

7.     Destruction of opium with support and backup system.

Constant campaign, meeting with village authority could minimize opium cultivation.

Obtaining assurances for not cultivating opium from village authority and people may reduce production level and give easier way for destruction team.

Involving NGOS, societies, unions, other bodies and police, paramilitary force could be deterrent for unlawful opium growers.  Encouraging award system to the participating NGO, societies, unions, other bodies could be lethal weapon to fight opium menace.

This time women group especially ‘Chandan women welfare society Wakka, a small group has taken a large and bold steps for better families, community as they joined hands with destruction programme of the poppy plant leaving behind their children and important work. It signifies that opium had made their lives extremely miserable.

We are collectively responsible for the state of affairs of our community and society. It is our prime duty to uphold dignity and elevate our society at the highest social development. The executive, judicial, and legislative are more responsible to bring up society.

This problem is not only the responsibility of District Administration, police, and paramilitary forceof local areas but problem of all of us, community, society, and the government.

All like-minded people, NGOs, societies, unions, and other bodies should join the campaign in making opium free zone and state. Hope we see a better tomorrow and every one of us should bear collective responsibility of transforming the society. “We cannot sleep, eat, and go on merrymaking, when our brothers are passing sleepless nights and living in hunger”. Kaso visits directorate of land management office

NAHARLAGUN, June 13: Parliamentary Secretary for Land Management and UD, Techi Kaso while on a visit to the Directorate of Land Management today assured all his support and guidance in the growth of the very vital department of the government.

Lauding the revenue achieved by the department and its role in carrying out various kinds of land related matters, he also emphasized that the good performance of officers and staff must be recognized.

He called upon all to work with team spirit and with renewed zeal and dedication towards their respective duties. He also assured to look after their grievances and welfare matters.

Earlier, the Secretary Land Management, Belatee Pertin briefed that the key works of the department involve preparation of policy making decisions on land related matters. The department is one of the highest revenue earners and hoped that department will achieve greater heights under his able leadership.

Earlier, Director Land Management, E. Nangkar sought his guidance and assured the cooperation of the officers and staff.

Progressive farmers get high yielding dairy cows

PASIGHAT, June 13: Department of Animal Husbandry & Veterinary today distributed high yielding dairy cows to the eighteen progressive dairy farmers of the district under government sponsored subsidy scheme.

Speaking on the occasion, ZPC Kaling Dai appreciated the efforts of the department and said that dairy farming is becoming more and more viable and the farmers are finding it a more lucrative enterprise as compared to crop farming. He claimed that commercial dairy farming is a rapidly growing profession these days in the country and proper planning, better skill and scientific know-how are the main tools of commercial Dairy farming. The ZPC emphasized on providing sufficient fund to the concerned department as there is a large scope of income generation from this sector. He advised beneficiaries to work hard to achieve self sufficiency under Agri and allied sector

DVO Dr. Emo Lego appealed the farmers to extract maximum benefit out of this scheme and assured to assist the farmers in providing technical know- how in maintaining the animals while focusing his views on “Commercial dairy farming - quality assurance and profitability”. PWD minister calls for timely completion of on-going projects

ITANAGAR, June 13: PWD Minister Gojen Gadi today reviewed all the on-going projects of the Eastern Zone, PWD under all Centrally Sponsored Schemes (CSS) and other major heads  today. Alo Libang, Parliamentary Secretary, PWD and Commissioner, PWD and all senior officers of the department were present in the meeting.

Reviewing the projects, Minister emphasized that all the on-going projects against which necessary fund is available should be completed as targeted. He also laid stress on the importance of timely submission of utilization certificates to facilitate timely release of subsequent installment(s). He urged all concerned to submit pending utilization certificates at the earliest.  

Discussing projects sanctioned recently, the Minister said that the tendering process for award of work should be started and completed immediately so that execution starts in the month of September/October of the current financial year.  Further, he said that all efforts have to be made to avoid duplicity in selection of projects and DPR’s should be prepared based on actual ground realities as per the guidelines of the funding ministries

He took special note of the projects under flagship programme of the state Government.  There are eight flagship projects under Special Plan Assistance (SPA) in the Eastern Zone, PWD. Out of these, four are for construction of District Secretariat at Roing, Tezu, Khonsa and Changlang and the other four  are for construction of CC (Rigid) pavements at the district headquarters of Changlang, Khonsa, Roing and Longding. It was informed that the process of tendering and award of work has been started and shall be completed by the September, 2014. He was further informed that the actual cost of the District Secretariat buildings based on the total required plinth area will be known after the competitive bidding that has been started is completed. The actual costs are likely to exceed the tentative ceiling of Rs. 25.00 crore fixed by the Government. The Minister assured to take up the issue at the governmental level for resolution.

Issues like Assembly questions, revenue generation, site inspection, review meetings and other general administrative matters were also touched upon. The Minister called upon all concerned to explore all possibilities and make all out efforts to maximize revenue-earning. He opined that close discussion and interaction with local elected representatives shall go a long way in minimizing the problems in execution of projects at the ground level. Carrying on further, he suggested that the Chief Engineer(s) tour his area at least thrice in a year and Superintending Engineer(s), as frequently as possible. He also encouraged holding of review meetings at the level of the Superintending Engineer after every two months. Dwelling on the issue of ensuring requisite progress of projects under CSS, he instructed that monitoring of project-implementation should be done effectively and constantly. He also indicated that he would review progress of project half- yearly.

Participating in the discussion the Parliamentary Secretary dwelled on the need of the administrative head of division/sub-division/section remaining available at station. He opined that by remaining at station, the officer can always listen to the grievances of the people and help them in ways possible, and convince them at least, even if it is not possible to help them in the given situation. He called upon all to work as a team and improve the image of the department by delivering quality-output.  He also talked about the importance of sense of responsibility and fixing responsibility on the officers concerned.

Both the Minister and the Parliamentary Secretary also said that they were open to constructive suggestions and were ready to be co-operative with the engineers of the department.

 

Police nab car thief, recover 2 vehicles

ITANAGAR, June 13: City Police nabbed one car thief and recovered two stolen vehicles -- one from Assam-Nagaland border and another from Naharlagun yesterday within two days from the vehicles were reported stolen.

Acting swiftly on receipt of complaint, a team of police from Naharlagun Police Station comprising ASI PK Gohain, Constable P Boro and P Das apprehended one Pankaj Buragohain, which led to recovery of one Mahindra Scorpio vehicle bearing registration number AR-01E/5556 from Khatkhati area of Jorhat district bordering Nagaland. On interrogation, the accused confessed to stealing one more Scorpio which was recovered from Naharlagun yesterday.

Interrogation of the car thief was on to bust the gang involved in vehicle theft in Capital Complex, the SP added.

 

Moyong visits PMC office

PASIGHAT, June 13: 38-Pasighat MLA Kaling Moyong today visited Pasighat Municipal Council (PMC) office and took stock of development activities.

During the open discussion with the councillors, the MLA stressed on improvement of drainage system, roads, solid waste management, drinking water, waiting sheds etc in the township. He assured to extend full cooperation to PMC to develop Pasighat bazaar and provide necessary facilities in a phase wise manner. He also asked the councillors to share their problems directly with him so that the matter could be taken up for consideration on priority. Among others, Municipal Executive Officer Rajesh Panyang (ADC), Chief Councillor Denong Tamuk, Dy. Chief Councillor Atik Pertin and other councillors  were present in the meeting. DIPRO

 

“Opium eating into vitals of society”

WAKRO, June  13: Speaking at “Say no to drug abuse” function orgnaised by ASSET, Commander 82 Mountain Brigade said that opium initially being used as sedative and medicine is now eating into the vitals of the society especially the young generation. Addiction to opium and drugs is more prevalent in other areas also. There is an urgent need to create general awareness among the local community about the ills of drug abuse.

Lohit brigade as a formation has launched anti drug abuse campaign and organized de addiction program in Tezu recently.

We also need to give importance to education with special emphasis on promoting girl’s education. Commander further informed that more than fifty thousand saplings have been planted all along the Lohit river to check degradation of many kinds. Due to flashfloods and soil erosion a lot of vegetation cover is getting depleted. The army will do its bit in addressing this concern of conservation, he added.

Ms Kanwaljit Kaur and ladies of the 82 Mountain Brigade of the army interacted with the Apnes and school children of Wakro.

The team 82 also presented a cheque of Rs 45000 to ASSET in continuing its support to the cause of girl’s education.

ASSET instituted the Maiyya Shanta Award for distinguished services in the fields of education and health especially in rural Arunachal Pradesh. Individuals and institutions who take initiatives and render to fight drug abuse will also qualify to receive the award. The Award with a citation and cash of Rs 5000 will be extended every year on 13th June by the ASSET. The Commander also assured to support the Maiyya Shanta Award in the interest of public service. The award named in honor of saintly mother Shanta Tamhan living in Maharashtra is instituted in gratitude to the educational and conservation efforts by the Lohit brigade in supporting community service. The ASSET also launched The Rajwant Computer Education Program in gratitude to the assistance rendered by the Army.

The Chairman ASSET thanked the Army saying the menace of drug abuse certainly needs urgent attention of all sections of the society. The anti-drug abuse campaign and de addiction programs supported by the army will impact public life desirably.

Anugrah in its communication to the headquarters of the 82 Mtn Bde expressed that plantation of trees and improving the green cover of the region is undeniably the urgent need of the hour and that the massive tree plantation by the Army will motivate more agencies and more people to follow suit.

Dakto Riba, EAC who attended the program today lauded the army for the active community service initiatives and thanked the Commander for the assistance to civil society.

R K Deori CCF, Tezu appreciated the army efforts of forestry and conservation and assured to render support.

Dr Karrik Basar, DMO Tezu assured that all assistance required for anti drug abuse campaign will be rendered and further expressed hope that such active involvement of army in welfare programs will do great good to the society.

Tumme Amo, SP Tezu also said that the Lohit district police will not be found wanting in supporting the anti drug campaign and other welfare measures.

 

Green day celebrated at Chatting village

LONGDING, June 13: A local NGO - Zohai Tingsho Hotham in collaboration with panchayat leaders, forest and environment department celebrated the Green Day with mass tree plantation programme with the theme “green Arunachal - clean Arunachal” at Chatting village on June 10 last.  It was also a part of the celebration of world environment day.

Longding Deputy Commissioner Tope Bam inaugurated the programme by planting a sapling at the surroundings of school, chief's house and church.  Large number of villagers of Chatting and HoDs of Longding participated in the event to keep the environment clean for healthy atmosphere. ‘Clean environment is healthy environment’ was the slogans of the day. Seedlings of Beatle nut, Agar, Amla, Rudrakhs were planted in the day long programme.

Speaking on the occasion, Tope Bam exhorted the students, teachers, church leaders, PRIs, public alike to joint hand in protecting the environment. He also urged everyone to keep in mind the basic concept of celebration of this day so that our environment  becomes free from pollution resulted due to wastage in food items, etc.  and to plant more and more trees to defeat global warming and its consequent catastrophe. He also suggested the villagers of Chatting to maintain health and hygiene, not to rear pigs in open place but to keep inside the local hut, to construct sanitary toilet with the help of PHED and to avoid open katcha toilet which prevailing in whole of Wancho villages. He also assured to extend  help for fencing around school compound. He appreciated the NGO and the PRIs of Chatting village for taking bold initiative for celebration of Green Day to protect the earth.

Earlier, Chadom Wangsu, executive member of "Zohai Tingshu Hotham" highlighted the importance of VAN-MAHATSHAV or WORLD ENVIRONMENT DAY which is generally celebrated on 5th June every year. He expressed his heartfelt thanks to DC Longding and to all the HoDs present on the occasion for sparing their valuable time to be part of the celebrations in spite of their busy schedule.

Elder abuse rate spikes up to 50%, reveals HelpAge India’s report

New Delhi, June 13: Today, just two days before “World Elder Abuse Awareness Day (June 15)” HelpAge India has released its report on Elder Abuse in India (2014) revealing an alarming growth of Elder Abuse in our nation.

Shooting to a disturbing 50% of elders experiencing abuse, from last year’s 23%, the report findings indicates an unsettling future for India’s elderly. Women seemed to be more vulnerable with 52% women facing abuse as against 48% men.

The HelpAge research report pans 12 cities across 8 states, with a sample size of 1200 elders covering both Metro (Tier I) and Non-Metro (Tier II) cities. It aims to find out the existence of Elder Abuse, the reasons for its occurrence, its extent and what as per elderly were the most effective measures to deal with the problem.

What was most disconcerting, was that the Abuser was a trusted source from within the elders family, with the Daughter-in-law (61%) and Son (59%) emerging as the topmost perpetrators. A trend that is continuing from the previous years. Not surprisingly, 77% of those surveyed, live with their families. An unsuspecting entry amongst the top 3 Abusers is now the Daughter as well.

Though the national capital, Delhi, ranked the lowest in Elder Abuse with 22% amongst Tier I cities, it also indicated a marginal increase of the same from 20% last year, showing a slow but disturbing growth. Bengaluru ranked the highest at 75% within the Tier I cities surveyed, while in the Tier II cities Kanpur was the lowest (13%) and Nagpur highest at 85%.

Verbal Abuse (41%), Disrespect (33%) and Neglect (29%) were ranked as the most common Types of Abuse experienced by the elderly.

While abuse has gone up, unfortunately still 41% of those abused, did not report the matter to anyone. “Maintaining confidentiality of the family matter” was cited to be the major reason behind not reporting abuse (59%).

“It is a subject often pushed under the carpet. Most elders become silent sufferers and don’t talk about it as it becomes a matter of family honour for them. Since many live with their abusers, making a complaint only worsens matters as per them, due to fear of retaliation. The problem needs to be dealt with at its root. The degeneration of our value system has heightened this problem. Children are turning abusers. There is a dire need to sensitize them, starting young. HelpAge has started a unique HUG campaign which stands for Help Unite Generations, aiming to do just that” – says Mathew Cherian, Chief Executive Officer, HelpAge India.

The report revealed that though 64% of the victims were aware of the Police helpline, also the most popular redressal mechanism amongst elders, only 12% approached them. Most preferred approaching a relative (53%) or friends (42%).

An interesting observation about the Reasons for Not Reporting abuse is that in Metro cities there is marked ‘lack of confidence in the any person or agency to deal with the problem’ and also there seems to be a general feeling of they “did not know how to deal with the abuse”. However “Fear of retaliation” appears in 3 out of 6 Tier II cities.

Interestingly, the top 3 Reasons for abuse were: Emotional dependence of the victim on the Abuser (46%), Economic dependence of the victim (45%) and Economic dependence of the Abuser (30%) on the victim.

While 17% of those abused, face it daily, 35% face it at least once a week. Elders who faced abuse ‘almost daily’ in Tier I cities, was highest in Hyderabad (42%) and lowest in Mumbai (26%), while those  in Tier II cities was highest in Guwahati (71%).

 

Fortnight long de-addiction camp inaugurated

TEZU, June 13: Agriculture and Horticulture Minister Chowna Mein yesterday inaugurated the de-addiction camp at Chongkham in presence of former minister R Namchoom,  DC, SP, Namsai MLA, CO Col. S.B. Mishra of 12th Assam Regiment, Govt officials and public of Namsai and Chongkham.

The 15 days long de-addiction camp is being organized by the 12th Assam Regiment, Chongkham with technical support from Arunachal Pali Vidyapith Society, Chonkham. 45 cases have already been registered on the inauguration day.

Minister lauded the initiative of the Army and Pali Vidyapith for benefit of people and youth of Chongkham  in particular and Lohit  as a whole.

Earlier, only opium was considered as narcotic substance in this part, but with the passage of time brown sugar etc have emerged, the minister said. Young and old are addicted to one or the other form of drug abuse and it is important to take them out of this addiction and de-addiction camps like this one a boon for everyone, he added. Mein also stressed on the need to provide opportunity for alternate cash crop cultivation to people of Chongkham and adjoining areas against existing opium cultivation.

Former Minister  R Namchoom, Namsai MLA Chow Zingnu Namchoom, Lohit DC Dr. B M Mishra, SP Tumme Amo also spoke on the occasion  and vehemently criticized use and sale of drugs in all forms. They, however, lauded the initiatives taken by the Army and Arunachal Pali Vidyapith and assured to provide every possible help and assistance to control the drug menace in the whole of Lohit district. Get tough with traffic violators

In the ongoing traffic regulation and enforcement drive conducted in capital city by Chief Estate Officer in collaboration with district transport office and police large numbers of vehicles have been impounded for violation. It is being reported that many public carrier including Tata Sumos and Trekkers are plying without proper legal documents.  This is a serious cause of concern as off late capital denizens have witnessed many accident cases involving Trekkers.

Most of these accidents take place due to reckless driving. During office hour often it is noticed that Trekker drivers compete among themselves to pick up maximum number of passengers.  Many unfortunate accidents take place due to such competition. The ongoing traffic drive is very good step but it should be continued and if possible such drive should be held throughout the year.  Usually it is seen that authorities carries out drive for some days and when the drive ends, from next day things are back to square one. This should not be allowed to happen. Cities like Shillong and Gangtok are known for maintaining zero tolerance against traffic violators. Traffic drive is strictly regulated throughout the year. If others can do, why not us?

Awaiting New Delhi’s response

Dear Editor,

At a press conference held last Monday in New Delhi, Wang Yi, the special envoy for Chinese president Xi Jinping explained "In the eastern sector of China-India border, relatively big area is in dispute. This is an objective fact. However, people living in those areas need to interact with each other. So, as a special arrangement, we have resorted to stapled visa to address the need of the local people to travel".

Visas being issued even if not directly stamped on the passport, at least shows that China is recognizing an Indian state of Arunachal Pradesh. While top level talks on matters mostly regarding proper demarcation are going on, it should not be the reason why natives of the region be kept in isolation. This also happens where a nation having disputes with another does allow citizens of the other nation to travel to their country with stapled visas, while higher level talks/negotiations are being made separately. Several people from Arunachal have already been to China with valid Indian passports which Beijing did not seem to object. Diplomatic issues arise only when India sends a State sponsored convoy whose member/s like sportspersons or officials happen to be from what they call a disputed region.

With a ‘look east policy’ kept in aspect, the Ministry of Finance, Govt. of India has elevated the Indo/Myanmar trade limitations through the Land Customs Station in Moreh, Manipur. A similar trading point, even if on a smaller scale should also be made at our border areas. Here the number of tradable items required presently is much lesser.

For this, the poorer uneducated people whom their well off relatives living further south seem to have forgotten at least know that besides the items for trade, all they need is to be in good physical health and proper usage of their own language. Sending of more troops and weapon modernization in the area before providing them with the bare necessities has no meaning for the people.

Right now the poor connectivity does not favour a ‘look north policy’ but that does not hinder the natives who can carry loads and stride long distances on hostile terrain, some without any footwear. So at least a start should be made especially for these people who will see it as a blessing. After a better infrastructure is ready in the future, the same can be boosted to larger proportions which would definitely benefit both of the world’s two fastest growing economies. With this visit, it looks like Beijing has begun with a new approach, and the response from the new more stable looking Government in Delhi is much awaited.

No place for Arunachalees in Prasar Bharati

Dear Editor,

Prasar Bharti recently declared the final results of combined recruitment of Program Executive and Transmission executive. 17 APST candidates from the state were selected for the interview of which only 11 candidates attended the viva-voice, but surprisingly not a single candidate was selected.

All the 11 transmission executives and two program executive for Arunachal Pradesh are from outside the state.

For Arunachal Pradesh, total posts of Transmission executive ( general and production) are 16, of which 7 are reserved for ST candidates and two post of Program executive . But all candidates selected for Arunachal Pradesh are General candidates, OBC and two ST candidates who are not local of the state. So even reservation norms has been violated!!

According to result published by the Prasar Bharati, scores of selected candidates with lowest marks are: 178.25, 197, 218.75 , 212, 216, 214, 220.  But nine candidates of Arunachal Pradesh have obtained marks above 223 and two candidates have secured marks above 191. It means even in all India rank, 11 candidates are above those selected candidates.

When we enquired about the reason of our rejection from Prasar Bharati, they said we might have made mistakes while sending the details.

But on the basis of final result declared by the Prasar Bharti, we have thoroughly checked our details where everything is okay. Yes, in preference zone, there are no entries by some candidates, but some of us filled up. But this cannot be reason of rejection because even some selected candidates did not fill up.

There is no reason for rejection in language proficiency either as all the 11 candidates from Arunachal Pradesh are proficient in English and Hindi which was the requirement as per Advertisement. But again this cannot be reason for rejection. In fact in language proficiency option  some candidate who got selected have left it blank.

I would also like to add here that if we were not eligible for the said post or if we had made any mistake, we should have not been allowed to attend the interview. At the time of interview our every detail were thoroughly verified, checked and changes were made wherever required at regional Staff Selection Commission office, Gwuhati, Assam.

One important point is that online application is never accepted if all required details are not filled up. So it is not possible that we kept anything blank in the application.  So, if there is any mistake in our applications, it could have been committed by the official of SSC, who was making changes in our online application at the time of interview.

After months of hard labour, we have been rejected for the reason unknown to us. At least we should know on what ground, not a single candidates have been selected for the post from entire state of Arunachal Pradesh.

According to Prasar Bharti, Delhi, they uploaded the final result sent by the SSC so we were asked to contact SSC. Then we wrote a letter to SSC expressing our grievance who advised us to contact Prasar Bharati.

After seeing our marks and other eligibility in which we all are qualified, it is very difficult for us to accept the final result and let it go so easily.

Therefore it our humble request to Regional Director, Prasar Bharati to take up this issue with higher authority or at least write a letter to concern higher authority on the behalf of Arunachal Pradesh since not a single candidate from entire state has been selected.

This land belongs to both beast and human beings

Dear Editor,

This is in regard to the recent Motor Vehicle inspection drive. I must applaud the ADM and his teams for the drive against the menacing drivers but at the same time condemn shooting of stray animals. Animals don’t know any better from right and wrong and to follow rules imposed by human beings so shooting them are not only cruel but it violates ethical treatment of animals. People of Arunachal Pradesh are popular for cruelty on domestic animals and rampant killing and destruction of wildlife so I pray that the educated people specially the Magistrates who carry out such drives find an alternate way to curb the menace. The best way is to fine the owners of the animals and regulate the illegal piggeries and butcheries around the town especially along the highway and other roadsides. Such illegal butcheries are not only an unpleasant sight in light of modernity, development regarding tourism and beautification of the town but it also causes traffic jam.

I appeal to all the educated and conscious people to spread awareness about ethical treatment of animals and be considerate towards them since this land belongs to both beast and human beings.
